Packaging Solutions North America
Packaging Solutions North America is International Paper's largest segment and integrates containerboard production with corrugated converting, recycling and packaging-development services. International Paper Company Global Manufacturing and Geographic Footprint
North America remains International Paper's largest manufacturing platform. At the end of 2025, the region contained 15 packaging mills, 159 converting and packaging plants and 15 recycling facilities. The U.S. network extends across the Southeast, Midwest, West and other major consumption regions, connecting large containerboard mills with local box plants. Mexico adds regional converting capacity and proximity to manufacturing and agricultural customers. This system enables containerboard to be converted near demand while recovered corrugated material can be collected and returned to mills.
The DS Smith acquisition transformed International Paper's European footprint. EMEA contains 14 containerboard mills, 148 corrugated packaging plants and 20 recycling facilities, creating significant positions in the United Kingdom, France, Italy, Spain, Germany, Poland and other European markets. Operations also extend into Morocco and other selected regional markets.
The network matters because corrugated packaging economics are inherently local. Finished boxes occupy substantial transport volume relative to value, while customers often require rapid replenishment, custom dimensions and consistent printing. Mill and converting integration also allows International Paper to balance virgin and recovered fiber according to product-performance requirements. Recycling adds another strategic layer by giving the company direct access to recovered corrugated containers and enabling closed-loop customer programs in which used packaging can re-enter paper production.
International Paper Company Mergers, Divestitures and Portfolio Transformation
International Paper's transformation accelerated with the January 31, 2025 acquisition of DS Smith, creating substantially larger packaging positions in both North America and EMEA. As part of European regulatory remedies, International Paper subsequently sold five European facilities to Palm Group in June 2025 for approximately €125 million.
Portfolio concentration continued through the exit from pulp. International Paper completed the sale of its Global Cellulose Fibers business to American Industrial Partners on January 23, 2026, following the $1.5 billion agreement announced in 2025. The divestiture leaves the group centered on packaging and recycling rather than maintaining a separate market-pulp platform.
The next structural change is more fundamental. In January 2026, International Paper announced plans to create two independent publicly traded packaging companies: a North America-focused International Paper and a separate EMEA company containing legacy IP and DS Smith assets. North American investment is continuing in parallel. International Paper completed the $360 million acquisition of North Pacific Paper Company in Longview, Washington, on June 4, 2026, adding lightweight packaging-paper capacity and improving West Coast system flexibility. New corrugated capacity is also being developed, including a $225 million Mississippi packaging facility.
