Veolia Business Structure and Competitive Position
Veolia's operating model combines three complementary activity platforms—Water, Waste and Energy—with geographically managed operations and a separately visible Water Technologies platform. Water spans municipal drinking-water and sanitation contracts, industrial water, desalination, reuse and advanced treatment technologies. Waste covers collection, sorting, recycling, hazardous-waste treatment and resource recovery. Energy manages district heating and cooling networks, energy-efficiency contracts, bioenergy and power-flexibility assets. These activities have different asset and contract profiles: municipal utilities often operate under long-duration concession or service agreements; hazardous waste depends on permits and specialized treatment infrastructure; Water Technologies is more product-, project- and service-driven; and energy combines network operation with commodity and infrastructure economics.

Water
Water is Veolia's largest activity and generated €17.693 billion of 2025 revenue. Municipal water contributed approximately €12.7 billion, while Water Technologies contributed roughly €5.0 billion. The business covers drinking-water production and distribution, wastewater collection and treatment, reuse, desalination and industrial process water. Water Technologies adds membranes, ion exchange, mobile treatment, ultrapure-water systems and engineered solutions for sectors including semiconductors, pharmaceuticals, power and food production. The 19.2% EBITDA margin is the highest among Veolia's three major activities, reflecting the contribution of technology- and service-intensive businesses alongside established municipal operations.
Waste
Waste generated €15.443 billion of FY2025 revenue, comprising approximately €11.2 billion from solid waste and €4.2 billion from hazardous waste. Veolia participates across collection, sorting, recycling, energy recovery, landfill management and specialized treatment of hazardous and liquid wastes. Industrial applications increasingly include complex waste from healthcare, pharmaceuticals, chemicals, semiconductor production and advanced manufacturing. Hazardous-waste economics differ materially from ordinary municipal collection because treatment facilities require permits, specialist process technology and rigorous regulatory compliance. Veolia is consequently directing additional investment toward hazardous waste and treatment of emerging contaminants such as PFAS, where scarce permitted capacity can create substantial barriers to entry.
Energy
Energy contributed €11.260 billion of revenue in 2025. District heating and cooling networks generated approximately €7.2 billion, with bioenergy, flexibility and energy-efficiency activities contributing about €4.0 billion. Veolia operates urban energy networks, industrial utilities, building-energy services and increasingly flexible electricity assets that help balance power systems. The business is more geographically concentrated in Europe than Water or Waste, reflecting established district-energy infrastructure across countries including Poland, the Czech Republic, Hungary, Germany and France. Competitive differentiation arises from network-management expertise, fuel optimization and the ability to combine decarbonization technologies with long-duration service contracts. The business produced a 12.4% EBITDA margin in 2025.
Veolia Global Operating and Geographic Footprint
Veolia operates across five continents, with Europe still representing its largest regional platform but international operations becoming progressively more important. France generated €8.547 billion of 2025 revenue, followed by the United States at €4.683 billion, Germany at €3.097 billion, Spain at €3.035 billion, Poland at €3.007 billion, the United Kingdom at €2.978 billion, the Czech Republic at €2.165 billion and Australia at €2.023 billion.
The operating footprint differs substantially by activity. European operations contain major municipal water systems, district-energy networks, waste infrastructure and hazardous-waste treatment assets. North America combines regulated and municipal water, Water Technologies and an increasingly substantial hazardous-waste platform. Following the Clean Earth acquisition, Veolia's U.S. environmental-services network includes more than 150 hazardous-waste locations, six high-temperature RCRA-permitted incineration units and 33 EPA-permitted treatment facilities.
Asia-Pacific and the Middle East are strategically important for desalination, ultrapure water, industrial reuse and complex infrastructure projects. Water Technologies operates internationally through technology sites, laboratories, engineering centers and customer facilities rather than through conventional manufacturing alone.
This footprint matters because Veolia's services are inherently local while its technology base can be deployed globally. Municipal infrastructure requires local operations and regulatory relationships; hazardous waste depends on regional permits and logistics; and industrial water technologies need technical support close to customers' production facilities.
Veolia Mergers, Divestitures and Portfolio Transformation
Veolia materially accelerated portfolio investment during 2025–2026. In May 2025, the group agreed to acquire CDPQ's remaining 30% interest in Water Technologies and Solutions for $1.75 billion, approximately €1.5 billion, giving Veolia full ownership of the platform and targeting about €90 million of additional annual run-rate synergies by 2027. The transaction strengthened a water-technology business that had generated €4.97 billion of revenue and €612 million of EBITDA in 2024.
Hazardous waste became the second major investment axis. Veolia signed five smaller hazardous-waste acquisitions during the first half of 2025 with a combined enterprise value of approximately €300 million, adding treatment capacity in the United States, Japan and Brazil. It then completed the $3 billion Clean Earth acquisition on June 1, 2026, effectively doubling its U.S. hazardous-waste business. Clean Earth added 2,600 employees and significantly expanded permitted treatment, storage and disposal infrastructure; Veolia targets $120 million of synergies by year four. These investments follow substantial asset rotation. During 2024, Veolia generated more than €1 billion from non-strategic divestitures including SADE, Lydec and North American sulfuric-acid regeneration activities.
